be given to legislation to provide for clearing the Colony of vagrants and other persons not profitably employed by means of expulsion and voluntary aided repatriation. Classes affected would be those listed for exclusion in Immigration Control Ordinance. I would not expect any outcry from this and it is merely what the communists are doing in Shanghai to get rid of useless mouths.
